Company Background

Directors Cliona Ryan and Robert Nowlan  provide expert property consultancy services to public and private clients and asset managers.  Collectively, RNC offers over 25 years of professional experience to deliver cost effective planning, economic and environmental management services that maintain and add value to our clients’ assets and development projects.

The RNC team are technically trained and professionally experienced which taken against our core competency of town planning means, that we have an inherent understanding of the interactions and influences of land use Regulations on asset value which allows us to identify and manage non-financial and regulatory risk for proposed developments and existing assets.

Cliona Ryan BA (Hons), MRUP, MBA      Director

Cliona Ryan – Began her career at Fingal County Council as a dedicated Development Control Planning Officer and latterly Executive Planner where she worked in Forward Planning.

Cliona then took up the position of Planning Manager with Readymix plc. where she gained strong experience in all aspects of land and operations management particularly in the areas of property portfolio management, environmental permitting and licensing, contractual arrangements, environmental and planning due diligence.  She became the Land and Environment Development Manager following aquisition of the group by Cemex and was responsible for the management of the entire of the group’s land and built assets developing asset management framework including an inaugural property portfolio and designing and implementing Environmtal Management Systems (EMSs) for all operational sites.

In 2007 Cliona took up a Senior Planner position with a Town Planning and Economic Development Practice.  She ended her time there in 2010 as the Projects Director for this consultancy project managing the preparation of planning applications, economic and environmental assessments, development plans, masterplans and development potential reports.

Robert Ryan

Robert Nowlan - commenced his property career with Palmer McCormack Chartered Surveyors where he worked across a wide spectrum of roles. During his time with Palmer McCormack he has worked in the Office, Valuation and Retail Departments. Upon Palmer McCormack’s transition to HWBC Chartered Surveyors, Robert advanced to Senior Retail Surveyor and was responsible for analysis and development appraisals of various development sites in and around Dublin city centre. His role was to provide expert advice to existing and retained clients in HWBC with regards existing and future retail developments.

Upon his completion of a Masters Degree in Planning Policy & Practice at University College Dublin, he was employed by a town Planning Practice as a Planning Consultant. Duties included the preparation of Retail Impact Assessments, Development Plan Submissions and preparation of large mixed use development planning applications.

Robert joined another Planning and Economic Development Consultancy in 2007 where he was primarily involved in retail planning and economic assessment work.

Robert is currently a member of the Irish Planning Institute, The Society of Chartered Surveyors, and The Urban Land Institute Ireland.

John H. Shanahan J.R , BA, Economic (Hons), M.ARCH., MUP,AICP, MIPI Non-Executive Director and Senior Planning Consultant

John Shanahan – is a chartered town planner and real estate economist. He joined Ryan Nowlan Consulting in 2010 as a Non-Executive Director and Senior advisor on planning, regeneration and strategic development programs.

John’s professional work draws on his extensive background as both a planner and local council planning official, coupled with his executive experience as a manager of a large-scale development projects in both Ireland and the United States.

John currently serves as an advisor to the Northern Ireland Strategic Infrastructure Board on redevelopment strategies for the Maze/Long Kesh prison site. He has served as senior project manager for the Swords Town Centre development, directing the work on this major, mixed use development project in the areas of community planning and project finance.

John’s work in the United States has included appointments as senior project manager for the U.S. Department of Commerce in Washington D.C., where he managed its largest construction project development of the Pacific Region Centre, a €300 million campus-style office and laboratory development for the National Oceanic and Atmospheric Admistration (NOAA) on Ford Island, Pearl Harbour in Honolulu, Hawaii.

Previously, he had served as an Assistant Commissioner and programme manager for the City of New York’s €1 billion correctional facilities capital program, building 13 new correctional facilities, a hospital education centre and related support facilities throughout the five boroughs of the City of New York.

John currently holds a Non-Executive Directorship and Senior Planning position  at RNC and is currently a member of the Irish Planning Institute and the Urban Land Institute.

Sinéad O’Connor  B.A (Hons) Environmental Science, MRUP Consultant Planner

Picture of SineadSinéad has joined the RNC team as a Consultant and a recent graduate of UCD having achieved a First Class Honours in her Masters in Regional and Urban Planning.

Sinéad’s post primary degree compliments and broadens her range of competencies founded in her Environmental Science Degree from Trinity College Dublin.

Sinéad has worked with two Irish Town Planning Consultancies before joining RNC.

Her experience in the laboratory and in the field means she has an in-depth understanding of the natural environment.  Sinéad’s professional experience to date builds on this knowledge and the promotion of sustainable solutions to asset mangment and land development.
